From what I can see, National Citizen Service was voluntary. The new idea would be to make it compulsory. Quite a difference

I don't think its a bad thing - Especially as the focus was on cyber security. With so much stuff being online now, and moving more that way in the future, I think its a good thing to give people skills and to make the UK safer online.

They can be provided these opportunities without being forced to do it though right? Easily could provide this kind of opportunity via apprenticeships instead. Their specific policy is purely headline jingoism.

And how is the £2.5 bn. going to be funded?

1.  A planned crackdown on tax avoidance and evasion (£1 bn.).  Why hasn't this been done already? and

2.  Scrapping of the UK Shared Prosperity Fund (£1.5 bn), a post Brexit Regional Aid replacement, trumpeted in a Brexity way as "focusing on UK priorities rather than policies dictated by the EU".  Hopefully the cut backs will be explained so that the UK's poorer regions are informed about what they are losing.

I can really see the social cohesion argument if it's been in force forever, but nobody has done national service here for sixty years.
