I'd go so far as to say England doing badly is a source of pleasure. It's not England doing badly that I enjoy, per se, more the fruits of the FA's continued greed being so visible.
I look at England as representative of everything that's bad about modern football I suppose.
And I FUCKING hate that shitcunt band.

Don't think it's so much that they see the FA as "benevolent" or likely to help, so much as the FA are (allegedly) the game's governing body, so they are the appropriate body to impose such an enhanced test. The leagues have tried (not very hard) and manifestly failed to produce anything more useful than a chocolate teapot so the next step is the FA. I also suspect that the groups in question are not so naive as you imply - that the appeal to the FA is more to demonstrate to govt that the FA as currently constituted is not fit for purpose and hence provide further impetus behind the already impatient mood in parliament with the FA's ongoing failure to reform itself, much less the game
