Don't think there was a ban, just a statement that pubs should apply on a case by case basis, like they can do for anything.

But judging by the recent reactions on here to the national team, interest isn't likely to be too great.

I think they are going to vote Yes. A lot of my Scottish friends want rid of the Tories and voting YES seems to be the only way of achieving it.
