Is there not another step, looks like those people are sat on the same level as the visible step, so there should be another step there that you can't see due to the height of the top of the tunnel bit.

To me it looks like that step below that row would continue all the way along to the other bit of step on the other side.

I agree with Janaage, the concrete "surround" blocks the view of the step that spans both sides and allows access.
