I chose Pecs, in Hungary. We were only allowed to refer to 1 example and only using the city's website as research. Run out of ideas on what to talk about. 600 word conclusion?

You need to learn the standard word count lengthening tricks.
Go through and replace all "shouldn't" "wouldn't" etc. with the full length, two word variety.
Add "very" to everything i.e "very important to consider..." other adjectives can be used for variety.
Those two should add a bit more and then just write crap for the conclusion, you can't really get less than 40 unless you hand in a used piece of bog roll.
