Presume it used to be a blanket carer allowance?:
Season Tickets for our Disabled and Ambulant Disabled supporters are sold age-related, while those fans in receipt of a Mid to High rate of Personal Independence Payment (PIP) or Disability Living Allowance (DLA) are entitled to a free carer.

It’s also important to add that any disabled fan attending a home match can still bring a carer with them free of charge.

The way I read it was the chap being abused was supposed to represent the disabled fans as head of disabled fans group with a few saying they had not heard of him or from him.
Then it seems he agreed to some cuts being postponed until this season with the club and didn't communicate, and then being accused of loving Clem, the original poster asked the club to review her not being classed as a carer, and seemed to suggest the head of the disabled club was involved in the decision making for the lady not to be classed as a carer along with Caroline Lane and the the new chap clem has given a job to.
Or that's how I understood it anyway.
I don't pretend to understand how they work out who gets a ticket to help a disabled person, but equally it seems odd to suddenly demand the disabled person has to prove their disability, is that that many fans trying to get a cheap ticket by claiming they are disabled and need a carer...bit odd.

I honestly think he made it up and sent it himself. He took a screen shot of one of the messages 30 seconds after it was sent, the notifications in X aren’t that quick. He seems the type that craves attention.

Also, he claimed he couldn’t get the ID as they’d deactivated their account. Pretty sure the message wouldn’t be visible at all if that was the case. None of it stacks up.

Tangent but all of that takeover rumour from the end of the season grew and died very quickly. I’m not talking about from the wind up/opportunistic sources, there were some people with a good track record of getting things right murmuring it as well.
Seemed to grow a very strong pace quickly then die a quick death.

Very true. I took it all with a pinch of salt, especially when Sam Morshead said there was nothing in it. I've learnt not to get my hopes up with STFC.
