Its not a bad idea.

They should play in a league concurrent to qualifying with the league winner progressing to the qualifiers and the lowest ranked in the qualifiers getting relegated to the prelim league so its a different minnow every year.

The mighty Luxembourg are in the Euro play-offs! Staggeringly good achievement. They got murdered by Portugal in their group but held their own against the rest of the sides.

Edit - just seen. Georgia vs Luxembourg and Greece vs Kazakhstan

I don't expect them to get past Georgia and certainly not past Greece, (assuming they beat Kazakhstan) but they finished above Bosnia and Iceland in their group. There has also been a Luxembourg side in the group stage of the Europa league recently. They are a minnow for sure, but they are definitely punching well above their weight. (Rich country so I'm assuming a fair amount of investment)
