It is but the raw figures don't tell the full story. The question asked was hardly neutral - there was a huge implicit threat (something like "Do you want to change the name and have the owners stay and continue to invest the money required to keep the club afloat?") - and the poll was boycotted by the major fans' group against the change, hence the low turnout. And even then, the vote was more or less 50-50.
