Looks too me like maybe it's a coastal harbour which has frozen over. But at what temperature does salt water freeze?

according to the article, people have just been assuming it is safe to walk out as there are footprints already.

there's a few places around that you wouldn't have a clue were frozen over and not just covered with snow like everything else. it's curious how many people will do something blindly if they either see other people doing it or that other people have already done it.
