In very crude terms, yes. Pure (i.e. De-ionised) water is actually quite a poor conductor. Electrical conductivity occurs because of other ions within the solution. Salt water is a much better conductor than tap water, for example.

Heaven forbid if you take your child outside. There's more risk of phone signal damage.

We live in such a namby pamby world.
