In very crude terms, yes. Pure (i.e. De-ionised) water is actually quite a poor conductor. Electrical conductivity occurs because of other ions within the solution. Salt water is a much better conductor than tap water, for example.

Heaven forbid if you take your child outside. There's more risk of phone signal damage. We live in such a namby pamby world. A British teacher whose health is seriously affected by Wi-Fi, mobile phones, phone masts and other microwave producing technology has recently won an appeal in a Tribunal. The teacher was made so ill by the pulsating microwave radiation from Wi-Fi routers throughout the school and by the use of mobile phones by staff and pupils, that giving up work was the only option.
