Does EPPP only apply to under 16's, so it wouldn't be relevant?

From the PL website

The Elite Player Performance Plan (EPPP) is a long-term strategy with the aim of developing more and better homegrown players.

The EPPP is the result of consultation between the Premier League and its clubs, representatives of the Football League, the Football Association and other key football stakeholders.

Introduced in 2012 with the mission of producing more and better homegrown players, the plan promotes the empowerment of each individual player through a player-led approach.

The EPPP works across three phases: Foundation (Under-9 to Under-11), Youth Development (U12 to U16) and Professional Development (U17 to U23).

The Premier League Football Development Department work for, with and on behalf of our clubs to deliver a world-class youth development system via the delivery of four key functions:

I may be wrong but aren’t most of these deals done as a small/moderate fee up front and the bulk of the rest coming in terms of X amount of appearances and International appearances etc alongside a sell on?

With the high turnover of players at that level, that doesn’t sound too fruitful for us, we’d be better off in an ideal world with them developing here for a bit longer and then selling on for a higher guaranteed fee.

But as always, we’re the lower league club (and more importantly, neither of them are pro contracted I think) so we’re are the mercy of our premier league overlords

So EPPP applies to U23's this seems to imply?

Can’t we not negate all of this by offering (…and hoping he signs) a pro contract?

Then you'd be relying on Harley Hunt (and those who look after him) on signing that pro deal which, you'd assume, they'd been tremendously reluctant to do in fear of putting a big move in jeopardy.

Fair but he could still get that move - just that the two clubs negotiating the deal get a bigger say in the fees.

Of course - signing that contract & playing here for a year or 2 would be the best thing for his career rather than getting lost in a Premier League team academy.

Correct, but do you see the ownership seeing it that way? Be sold first bid probably

Does feel like a situation where they may be silly enough to take a slightly higher fee in exchange for limited add ons to get more cash up front

I don’t expect the club, the player or his representatives to think that way…

Perhaps we’ll get him back on loan for a season or two…

As I thought it seems that EPPP doesn't relate to U17 to U21

This is taken from the rules document from last year.

"In default of agreement between the Applicant Club and the Academy Player’s most recent Training Club, the Professional Football Compensation Committee shall (in accordance with the provisions of Appendix 4 of the Regulations) determine the compensation payable to the latter in respect of an Academy Player: 349.1 who is in any age group between Under 17 and Under 21 when he is registered for the Applicant Club; or 349.2 to whom the Training Club made an offer of a Scholarship Agreement pursuant to Rule 293."

I didn't think he could sign a contract until he is 17 years old?

I like what I have seen from Hunt so far but to hit the heights he will need a move to a good team and hopefully kick on.

£500k for a 16 year old in League 2 would be a great deal for the club with add ons etc.

But to put it into context, Chelsea have bid £19m for an 18 year old Aston Villa player Omari Kellyman. Just shows how lucrative youngsters can be for all clubs.

Just to wind that back a bit, Villa, Chelsea and Everton are doing a fair few deals with each other with quoted figures much higher than would be expected, they're all in danger of tripping over the FFP deadline (or whatever the acronym is now) which is at the end of the month, and selling academy players is pure profit on the books.
