I understand that these rules do not apply to Youth Loans but only for Standard Loans and Emergency Loans, and with Montano being under 20 at the start of the season qualifies as a "youth loan" Football League rule 53.2.3 section b states
Contract Players aged 20 or under on 1st July immediately preceding the Season in question, may be registered on a Youth Loan. |
