No doubts there was panic buying in the 70's but the scare mongering wouldn't have been on the scale it is today but I get the point you are making. I have never really felt the cold and would happily not have the heating on in the house until it reaches zero degrees C. The wife though likes it at about 24 degrees inside all year round.
I never wear a coat unless there is snow or frost on the ground or its raining, never feel the need to, probably my viking heritage.
