 Aside from the shedloads of money thrown at it, a lot of other countries have simultaneously cut back on spending, and chemical enhancement programs have to a certain extent been curtailed.

If you take away athletics and swimming we'b be pissing all over the US.

Not sure why they do so well in those events. Maybe they target them as there are more medals? Reckon it's more likely that those sports are popular throughout and integral with their education system. Our universities don't take sport anywhere near as seriously as they do in the US.
