Who else is there though? Lampard maybe? No one else I can think of. And to be fair to Rooney if his only bad mark is porking grannies, it makes him an angel compared to the rest of them. When you choose who is to be captain you look at who is a leader in the dressing room or who is a leader on the pitch. For me that's really important. Rooney is always a leader on the pitch.
