I think the European clubs use plastic sheets. Cheaper and less hassle. With the elf and safety concerns though, do we need to keep them away from small children to avoid suffocation?

It's a bag because wembley didn't allow card because it's flammable and people make paper aeroplanes out of them so plastic is the only option and carrier bags are cheaper than plastic sheets. Besides, it's a free souvenir.

Makes a lot of sense because plastic doesn't burn

Think you might be a bit quick to judge there and might have to eat your words. Judging by the price I paid for my french bread pizza soggy long piece of flavourless bread like stuff, I'm assuming the packaging was expensive flame proof cardboard.

They used proper PVC sheeting which made theirs way over £6000.
