This is what the new coalition government should be taking a very close look at. There are too many loopholes in the tax system that those who 'have' exploit at will. I'm not for a minute suggesting all self-employed people flout the system, but a number do.

Self employed people do pay less NI, but they get less entitlement to benefits as a result.
Obviously self employed people and subbies take cash in hand but there's nothing from stopping you doing a bit of cash in hand work if you want to (and sail very close to the wind as a result).

The tax system is (or should be) designed to encourage things that are good for the economy. Self-employed people, are in general creating employment, for themselves and others. This is good for the economy. It's not a 'scam'. It's a balance of risk and reward. If self-employed people aren't successful enough, they don't get paid. It's pretty simple. You can have the security of a paycheck, or the risk of self employment, but no-one's forcing you to do either.

Unrelated, but I did some work in October(first job) and I never recieved a P45 but still had £50 odd taken off. I went to the tax office and told them about it and they said it was illegal for them to do that. So am I entitled to something?

Fully agree. However that wasn't what I was getting at. I'm referring to people like my sister-in-law, who owns and runs her own accountancy firm and brags quite openly that she has never paid any tax for years. Hence why she can afford a nice detatched house in the countryside, a new car every two years and lots of foreign holidays. I'm not for a minute suggesting she is being dishonest, nor the vast majority of self-employed people earning themselves a living. But there are a number exploiting loopholes in the system to avoid paying tax, and its this that the government (certainly the Tories) promised to investigate as part of their manifesto.
