In Bosnia quite often if you know the policeman he will forget you've committed an offence. My uncle (ex policeman) used to drink drive and once crashed into a lamppost. He wound down the window and saw one of his ex colleagues who just winked and sent him on his way. Also if a Bosniak gets stopped by a Bosnian Serb policeman, or vice versa, they can often get intidimated into paying a fine simply because of their background, and if not they get arrested for a fictional crime. I was with BT and so had to stick with them when i moved house - it's been fine (15Mbps) until the last couple of days.
Edit: Its alright, I've sorted it - changed the wireless channel. I knew this had happened before, just took a while to remember what I did!

Wifi is becoming a bit congested in built up areas. Not enough free channels.
Not such a problem if you've got the kit to switch to 5Ghz, but give it a few years and that'll be congested too.
I like to stick to good old fashioned ethernet now.
