If you make tea in a pot (which you should) then milk definately goes in first.

EDIT: obviouysly you put the milk in the cup first. you don't put milk in the pot.

never made tea in a pot but i'd do it the same way as i always would

teabag in cup
pour in water
allow it to go teaish
stir
remove teabag
stir
pour in milk
stir
sugar
stir
drink!

that is the right way. i don't like it when people make tea differently, it tastes wrong.
