I'd imagine that's a mid table price...which would appear eminently reasonable....having not been upwardly mobile from this league for about 14 years now, a neutral observer would be very unlikely to think it will change on the available evidence atm.

All 3 of those teams will probably have similar if not higher budgets than us this forthcoming season, all have come into money in the last couple of seasons with wealthy backers.

One of the teams that were promoted from Division 4 will be in the play-offs if not promoted automatically.

Happens most seasons, and the bookies (like the rest of us) won't have much of an idea which team so hedge their bets by giving them lower odds than the teams that were in this division last season.
