as sven explained, owen will most likely be playing against ireland and due to the competition for places at real he thought he'd give him 45mins of football. defoe will play lots of football before the wales match, owen might not before the ireland one.

If Owen doesn't play much football, then he shouldn't be guaranteed his starting place for England then.

and yes, if Owen ain't playing why is he guaranteed a place in the team? it ain't fair on Defoe at all, as it doesn't matter what he does. he could score 30+ goals by the look of it, and not play.
