Their should be two five minute halfs. You're allowed to make as many subs as you like, including bringing on players already taken off. In the first half, team A has to score as many goals as possible - any goals that Team B scores don't count. In the second half, the roles swap. Whichever team scores the most in their half wins.
It'd be ten minutes of attack v defence and it would be brilliant.

All games go to extra time. 15 minutes each way. Prior to the start of the extra time, each team removes one of their players making it 10 on 10. A further player from each side is removed every 5 minutes.

I've always thought the ice hockey style shoot out would be a better alternative. Attacker starts with the ball on half way, goalie on his line, attacker has to score 1 on 1 with the goalie. If ball goes out of play or goalie touches it, attacker cant touch it again ie if goalie makes a save, you cant follow up on the rebound, but if goalie gets a hand to it and it goes in it still counts. Would be a real test of skill rather than a hit and hope of a penalty. It might not work, but surely its worth a go in a tin pot competition like the JPT to see if it does

This is basically the same as a penalty in the NHL. I'm sure this was tried in the 70s as a '22 yard shoot out' when Pele & Co were imported into the New York Cosmos and 'soccer' was backed to become a major sport in the US. Maybe a better way to do the penalty shoot out would be to have the shoot out before the game starts or maybe at 1/2 time? There might be a bot more skill as the players aren't knackered. Also, you wouldn't get both teams playing for the draw afterwards - One team would have to go for it as they know that they will have lost if the penalty shoot out is used to settle the match. Its all swings and roundabouts. Whatever you do, someone wins and someone loses.

Penalty's shouldn't be hit and hope, and the fact that that's the prevailing attitude in this country (alongside the 'it's a lottery' myth) is largely the reason this nation does so bad at them. They are an easily mastered skill, and the chances are if you want to win a knock out competition you will likely have to win at least one game on penalties. To leave it to chance is ludicrous.
