No, I couldn't give a fuck either.
In the US they call this a 'Beltway Issue'. No-one outside the Beltway (sort of Washington DC's M25 motorway) really cares; it just gets lobbyists and interns a bit moist.
Is it any wonder that folk are getting turned off politics when political news is as inconsequential and dreary as this?

Can someone explain it to me in a nutshell?
From what I can gather, the Lib Dems are demanding he apologises for something the law has determined he didn't do?

No. "The law" hasn't determined anything. The report of a barrister who investigated the allegations said that there was insufficient evidence that he'd committed sexual harassment but suggested he should apologise for his behaviour as he had clearly caused distress to several complainants i.e. something happened, and you've behaved very badly but there's not enough evidence to actually kick you out or discipline you, especially as you've got one of the country's leading QCs representing you and you'll take us to the cleaners if we try to discipline you without a 100% proven case of genuine wrongdoing.

Can someone who doesn't have a massive chip on their shoulder answer it. Preferably in a nutshell.

No chip at all, like Ardiles and 99% of the rest of the country I don't give a fuck. You asked a question, I answered it.

Probably asked someone if they were riding the cotton pony because they got annoyed at his fat arse blocking the door. It's all snowballed because Sir Nicky of Cleggington got involved.

Apologising for something he may or may not have done would be seen in some quarters as an admission of guilt especially as there appears to be no hard evidence one way or another.
Personally I don't think anyone should need to apologise for anything to anyone on unsubstantiated evidence just because the media or feminist lobby or who/whatever says so. I do however expect individuals to have a conscience and decide themselves if they need to apologise, especially people who are in the public eye and who have the gaul to tell us how to behave etc.
In the end this will be like a fart in thunderstorm, quick whiff of a bad odour and then forgotten.

The lib dems are asking him to apologise for something he may or may not of done, but there is not enough evidence for it to be proved legally.

Was he know as Dave Lee Travis before being ennobled?
