The key difference here is that the majority of these loans/youngsters come from the same club - allows players to settle quicker and likelier to get a Mason/Pritchard than a Slabber.
I went to an FA Coaches conference at the awesome St George's Park a couple of weeks ago and the Tottenham / Swindon "model" was referenced positively by two separate FA bigwigs.
Like it or not, it's going to become more common, so whilst we're currently ahead of the game, I'll be supporting it in the hope we reap the benefit while we can.
