Nope, the club get 18 medals for players and can distribute them how they see fit.
On top of that, they can also buy more if they want.

That said it is a strange selection, but no more than it was at Barnet.

Medals aren't based on appearances any more(we've been over this elsewhere).

All well and good doing a bit of rotation at this stage (maybe he wants to win the league against Port Vale at home!), still can't understand why Murray is getting so much game time though, he's shite.
