If this is a serious question then Cheltenham without doubt.
They average about 2,500 to 3,000 while 2nd in the league. Never been higher than League 1 and are traditionally a non league side.
Oxford are a bigger club with bigger support and have played in the top flight.

Depends what you mean by tinpot.
Cheltenham are a small local club and know they are - for them going up to League 1 is over-performing. Most of their fans recognise that they are a solid well run club recently established in the league, are fine with that and don't pretend anything more. not tinpot.
Oxford, on the other hand, have delusions of grandeur, probably based on the mild success funded by the crook Maxwell

Cheltenham to me are a good club. They have shown how a non league side coming into the league should be run. No extravagance and though not a hotbed of football have a loyal hardcore of fans,nothing tinpot about that in my eyes. Yep,there are a lot of clubs in the lower league who could look at Cheltenham and learn a bit.

Yep, can't argue with that cheltred. Oxford fans really do come across as halfwits that believe their rightful place is somewhere in the upper echelons of the League (although it's probably best not to talk about success being founded on crookedness considering what happened to Swindon after our 1st promotion to the Premier League).
I've got no problem with Cheltenham anyway.
