Even if it doesn't come in you get your £25 back. And if it does come on you get your winnings plus your original £25 back. You can't lose.
Then you get given a code yourself to give to other people which nets you £25 for every person that signs up.

Only if you're thick  It's actually pretty easy when you get the hang of it. If you do a couple of scenarios and write down the outcomes as practice i.e. don't use real money, then you can get used to the mechanics. Basic idea is that if you bet for something using a free bet it doesn't matter if it loses because you've laid the bet off on betfair (and hence win there) i.e. guaranteed profit.
