I'd assumed it was personnel as in "Can't work with existing staff" or "Not allowed to recruit new staff/players"

Ronnie Moore leaves Eastleigh

So far this season, Slade was sacked for losing to us, Mellon dropped to the Conference for failing to beat us and now Moore has gone, presumably, for being able to beat us but not many other Conference sides.
