Why doesn't everyone with a ticket turn up anyway and spend the afternoon getting pissed in the Town Centre.
If that were to happen I think you would find that the local constabulary would suddenly find sufficient resources to police the situation.

If the home side is unable to host the match then shouldn't they forfeited the points / be knocked out of cup? Or least moved to a town which IS able to host it.

What a joke. I don't see how riots or potential riots could cause a problem, as has already been proven, they don't do fuck all about them anyway.
Send the police to the game for something to do and should a riot some how materialise in one of the least likely places to riot in the UK, they can go and stand around and watch, after doing fuck all at a football match.

As it stands, it's looking pretty farcical. Two called off fixtures across four divisions. One is in within the heart of the riot area... the other is in Cheltenham. I cannot get my head around it
