No it's not. All police forces have insurance to cover litigation like this, it will be paid by the insurance company. Of course a police force which regularly wrongly arrests people and so has to make frequent claims will find itself with higher premiums as a result.

That was why I mentioned it. But the payout itself is not a direct cost to police budgets as the OP implied

I'm surprised it wasn't the Met police - they are the biggest bunch of cunts I have ever had to deal with at a match.

I also think that thier chief superintedant should write by hand an appology to each person involved, AND they should foot the bill for a ticket to thier next encounter (with respect, a team like Stoke isn't guaranteed to visit old trafford every year).  That'll help sure the fuckers don't do it again, rather than the normal press release saying something like "we have improved our processes to make sure it won't happen again..."
