Why are Notts Forest in the north but County in the south? They are only a stones throw from each other. Besides Notts County are further north anyway.
I know the answer is to do with the teams in the competition and how the seeded teams could fit into the competition criteria etc. but the whole north and south divide is flawed.

Surely you have to go with whatever cut off line gives you the right numbers though ? Better still, call it 'A' and 'B' section
