Article on the BBC website says the organisers are considering a ban following complaints from broadcasters and players.

I find it easy to tune out from them, however I can see the annoyance.  I don't really understand who goes to a game not to watch it but to blow a fucking horn for 90 minutes.  

Also 2 notes rather than 1 droning on all game may be a little more entertaining.

Yawn. Moaning for the sake of moaning. I barely even notice them. Have you ever watched football from abroad before? This is hardly new. Embrace another culture.

Although, if just one gets thrown on the pitch, there'll be a complete ban for the rest of the tournament....
