Surely a worse driver is someone who holds up traffic by driving dangerously slowly.
Disagree. How can you drive "dangerously slowly"? Frustration is the problem. Alternatively buy a motorbike.

If there is no where to overtake, drivers do make irrational decisions to overtake. yes frustration is the issue, but driving at that speed on a clear open road on a sunny day is no excuse. Older people are the main culprits.

TT, there are some people that muddle along at 40ish mph but as soon as you go to overtake them they floor it. I've followed cars before that were doing 35-40 in a 60 (for miles), you get an opportunity to pass you take it, you get in front and your doing 60 you look in your mirror and the numpty is right behind you.

I don't actually do it, but it constantly runs through my head until there's somewhere to overtake. If you can't drive at 60 then you shouldn't be on my road!!

Its the old farts that drive at 40/45 whatever road they are on that piss me off. On an open road, getting stuck behind them is frustrating, but then when you come to a town/village and the limit drops to 30, they stay at the same speed !

If I remember correctly, some old bloke get charge for driving at 30MPH on the inside lane of a motorway a few years back. I think they may have even made him re-test (More due to his age)

No, it is not dangerous driving. "Examples of inconsiderate driving include: Tailgating Driving too slowly Overtaking on the inside lane". Inconsiderate yes, but not dangerous. I am enjoying the ironic fact that tailgating comes under the same offence

You are able to pass people on the inside if there is congestion. As this person is sitting in the middle lane, they clearly view the situation as one of congestion, therefore you are within your rights to pass on the inside.
