I've had a quick scan through the Football League regulations and this is what I pulled out...

The playing surface shall be grass and must be of a high standard, as defined by Football
League Regulations.

1 Ground Maintenance
The club is to be responsible for the maintenance of the pitch and for the general
maintenance of the ground, including (but not limited to) ground safety. The club must
ensure that adequate arrangements are in place to maintain its pitch in good order, as
required under Regulation 13.

13.4 Each Club shall take all reasonable steps to maintain its pitch in good order. The Executive
may require a Club to take such steps as the Executive shall specify if not satisfied that an
adequate standard of pitch is being maintained, including but not limited to the Executive
commissioning an independent report on the state of the pitch by a Club, the cost of such
independent report to be borne by the Club concerned.

25.4 When a League Match is postponed or abandoned the Visiting Club shall be entitled to
receive from the Home Club out of the gate of either game, one set of travelling and/or hotel
expenses (at the rate and as determined by the Executive from time to time) necessarily
incurred by a party not exceeding twenty two and which in the opinion of the Executive are
caused solely by the postponement or abandonment. This amount shall be a charge against
the gate when calculating the 3% Pool under Article 56.1.

28.1 Any Club failing to fulfil its fixture obligations in respect of any match under the jurisdiction of
The League on the appointed date or dates or causing the Board to suspend any fixture shall
be deemed guilty of misconduct, unless the circumstances giving rise to such failure are
outside the control of the Club and could not have been reasonably foreseen or reasonably
anticipated and remedied prior to the match. Every Club shall carry out regular and
appropriate maintenance and checks to ensure that its safety certificate is not suspended or
withdrawn.

Not sure what to make of it all myself. 28.1 does sound bad but how far would it have to go before they actually got punished? If they were able to rearrange all those fixtures for February and March then they'd probably be ok

13.1 could be a problem for them, although there is no mention of the consequences of having a poorly maintained pitch. And the clause itself is pretty ambiguous...a bit of a "best endeavour" type job

The Sun are saying that if Stockport don't exit administration by May they will be relegated 5 divisions, as per the Football League rules. What rule is this? Anyone ever heard of it before?

I feel sorry for them. They are basically at the mercy of Sale sharks, who they depend on for the cash. I know Sale have lent them money, but rugby training on the match pitch and putting huge cranes on the pitch could well have very serious implications for the football club.

Not to mention that Sale have also had to postpone games.

I think they are fucked. No home games = no money and without the gate receipts they cant get out of Admin. They are a fan owned club, and it must be awful for those lads who have put their lives into try to keep Stockport going. It just takes so much cash to sustain  league clubs now. Good luck Stockport!

There's no such rule. Clubs have to exit administration via a CVA or they get hammered on points deductions (Luton, Bournemouthh, Rotherham, Leeds) but I don't think there's a time limit beyond that which would normally apply to any business (neither courts nor creditors would allow any business to stay in admin indefinitely) on exiting administration. There may be something about not allowing a period of administration to straddle two seasons, but the punishment would be points deductions not expulsion from the League and disbarment from the Coneference (which is what a 5-division demotion implies). This story most likely emanates from a sub-editor condensing a proper article from a stringer into two paras and summarising it really badly.

As usual, the national red tops know fuck all about the Football League and so just make up any old random shit rather than actually bother to find out what's happening.  Anyone who relies on the national tabloids for any football news outside the Prem is just plain daft.
