That site is just plain wrong. The Romans stole all their ship designs from the Carthagininans, and as such the quinquereme was designed by Carthage. They dominated the Med just before the time of Hannibal and Scipio.

Actually, the Carthaginians pinched it from Dionysius, tyrant of Greek Sicily who was the first to be credited with a quinquereme (or πεντήρης as he'd have called it, being Greek) but as nev says it's not clear what a quinquereme was or whether the Roman one was a derivation of Graeco-Carthaginian design. EDIT: And Skippy the Bush Kangaroo was one of the greatest kids' tv series ever. FACT!
