It's been 10pm for nearly 20 years if you are in a Residents parking bay, which you clearly were. 6pm slots are available, but tend to be end of the street where there aren't any houses.

I lived in Gladstone St and guarantee you it says 10pm on most of the parking areas. from 8am to 10pm, 5 minutes parking only. Doesn't apply on a Sunday. There are some 1 hour spaces from 6pm and a very small amount of 2 hour ones. Then there some very rare spots where it's just a clearway between 9am and 6pm Monday to Friday, meaning you can park there all day Saturday.
Not sure when it started, but it was prior to my 21st Birthday, which makes it at least 13 years.

Those fucking muslims are all the same; "spencer" has had it in for the pakis since one towed him away when he was at the mosque

Funnily enough I've had it in for the racists since a couple of mates got beaten to a pulp simply because of their skin colour.
