If the powers that be had the power to hand pick 20 clubs to be Premiership teams and there was no relegation issues what 20 English (FA) clubs would they choose to generate the most revenue from ticket sales and making the Premiership the biggest brand possible worldwide? Also considering distributing the league across as much of England as possible. Basically if it was like American Football and there were franchises. Who would get the 20 franchises?
My list and reasons for selection would be...
Man Utd (big 4) Man City (derby to big 4) Chelsea (ultra rich) Spurs (big club, big tradition) Arsenal (one of big 4) Liverpool (one of big 4 - for time being) Everton (derby to big 4) Newcastle (massive following, covers north east) Sunderland (as per NUFC) Villa (UK's second city main club) Birmingham (rival too above) Leeds (Yorkshire's biggest club) Sheff Wed (rival too and main club of steel city) West Ham (everyone likes the hammers, east end's finest - big enough to be included) Southampton (south coast coverage - good ground) Cardiff (welsh coverage - potentially massive) Nottm Forest (midlands club, historically big, good ground) Bristol City (south west coverage - big catchment area - bigger than plymouth - although would accept PAFC as replacement)
Being cheeky I'd go for Celtic and Rangers (if allowed - would open a huge commercial opportunity)
But if no to old firm, as they're not members of FA -
Franchise (you can't have a franchise league without FC Franchise - they could clean up in their area - big potential) Reading (ideal location, 30 mins from London, very rich part of the country, could do well - good ground)

But it's from a commercial point of view as well. Norwich v Leicester wouldn't get the japs that excited.
It's all about who has the potential for growth. City would cover the south west, ideal location, (i say that all with a heavy heart). Which is why Cardiff would get in there, they'd be Wales' representative.
Don't see your point about Everton or Sunderland Dave, they are main rivals of Liverpool and Newcastle and have decent following home and away.
If you didn't include Everton, Wednesday, Sunderland, Cardiff who would you pick?

City may be a good choice, although a decade or so ago we where the #1 in the west county. We also have a Premiership and cup history whereas they don't. It is fease-able (Sp) also that in 2 or 3 seasons we could overtake them again. In saying that though they are a big city and so potentially have more potential.
If anything, from a completely unbiased view perhaps reading should be chosen over city, if only because of their more recent higher status.
