Maybe, it does say the driver was arrested on suspicion of murder. I'd have though an accident would have been an arrest on suspicion of death by dangerous driving or similar?

The way that story reads is that everyone's meant to think some nutter Birmingham fan did it... which is the way all the media is portraying. It only clarifies on the last point.
