By the jist of the article, I think its permanent.  It just seems like quite a bit of negotiating has gone on to reach an agreement with the club and the players terms.  I could be completely wrong though.

We have agreed a fee and have offered a contract.

If it we a loan we would only have to agree a wage contribution?
