You get it a day or two before it hits the shops from my experience. I'd expect the next edition to be out at the end of the month - if your subscription has started expect it any time next week.

erm, good question. I take it you're after Fred's wise words? It normally comes out to subscribers two days before it hits the shelves, but as for their onsale date, no idea chap... if I see Hanrahan around I'll ask him.
