I think he was trying to say the garage charged him for swapping over sets of tyres he already owned. Or something like that.

If not, he really has just stuck some elastic bands around his wheels  :?

Exactly, they merely swapped over tyres which I already owned! I can't see tyres for 18 inch alloys costing next to nothing, even over here!
