Local councils always try and spend their budget each year because if they don't then it will get reduced, so I don't think prudency generally applies.  Friends of mine who worked for the council said they generally had to stretch a day or two's work over a whole week, and if it started spitting the ganger made everyone sit in the van.

Another pal of mine who did some work that involved money from the council was told he could charge 'pretty much what he liked'.

but how the fuck can a council dosser earn that much a year.
