Um if there isn't a claim then there is no blame, and that's probably a good thing. If someone claimed off me when I was not to blame I would be mighty pissed off.
Sorry to state the obvious but I think you need to re-think your post.
Erm, I think you need to rethink yours - there are plenty of times where there is blame without there being a claim. I'm with Jan, ambulance-chasing lawyers are pretty much next to "people who ring me when I'm trying to have my dinner to sell me financial services I don't want and try to pretend it's not a sales call" in my personal lexicon of people who should be shot forthwith.

The whole sueing system needs a radical overhaul, it's playing havoc with insurance premiums etc.

But my point was more to do with the whole somethings gone wrong which a couple of years ago I'd have just accepted now some fucking solicitor's there trying to make you sue someone just so they get a fee out of it, thus in turn putting the premiums and prices up for everyone else.
