£145 is silly speak for someone who's not really thought about it very well.

You're looking at £10-20 quid from Argos to stop your brother from being seriously injured by his seatbelt in a serious accident.
If you really can't value your brother's health or life at more than £20 - then God help you.

Taxi's are exempt for the new laws.

And the rule hasn't been brought in for the sake of it.  As Yeovil says it's been introduced to make sure the insides of children are not crushed, causing fatalities, as is currently happening when involved in crashes.

145 quid would be for a top of the range car seat/restraint which you need for very young kids; for an 11-year old you only need a booster seat, which you can get for about 10-20 quid.

I think it's the neck and abdominal injuries bit they're focussing on.
Should save about 2000 needless injuries to children a year (which will save the NHS time and money) (source: BBC News)

This booster seat thingy is just one aspect of a changed law. Other bits include:

- Children under 12 and less than 135cm tall may not travel in the front of a car without an appropriate seat or cushion, under any circumstances

- It becomes illegal to use a rear-facing baby seat in a front seat protected by an airbag

- Seated bus and coach passengers over the age of 14 must use seat belts where fitted

- From May 2009, all passengers in any vehicle will have to use an appropriate restraint (baby seat, child seat, booster seat/cushion) or seat belt, where seat belts are fitted
