It can do, but as often as not these days, it's HMRC's muscle-flexing choice du jour. They like to get tough early on football clubs rather than spending 6 months dicking about with nasty letters, then issue a WUP, then the club "finds the money down the back of a sofa", so now they're issuing the WUPs early doors. It's an understandable tactic, if only to differentiate the "can't pays" from the "won't pays" (or "can't be bothered to pays") - like Southend recently, for example

Norwich is another club rumoured to be in a lot of trouble, they are something like £25m in total debt and if they don't get promoted this season in big big trouble.
