Loan Players

Does anyone know what the maximum number of loans can can have through the entire season? on fm2005 its 8 and if thats the case then by christmas we would have used up 5, and judging the way this seasons going we may need back up later on and we have wasted most of them on players that aren't even playing (heath and mcdermott) and players how dont add anything to the team (collins).
In january we will only be able to add possibly 3 players to a lightweight team in what looks likely to be a relegation fight.
With no transfer budget available you cant help but wonder whoever is in charge by then, their hands will be well and truely tied
