Moving Windows user accounts?

I'm sure I read someone talking about moving/relocating windows user accounts on here before, but nothing stuck out (not that I searched as such). But I recall someone saying (jonny72?) that you can have your user account information located locally, away from any one desktop, so switching out a computer is painless.

Reason I ask is I want to make a swapping a computer, or formatting, as painless as possible. Tips links appreciated.
