Dunno.  The hardcore fans (firm) of Inter(?) are the Ultras, I thought perhaps a few town fans decided to start a Swindon chapter.

Most European clubs have groups of hardcore supporters called Ultras, not just Inter. Some have violent elements such as the neo-nazi Ultra Sur but most are just the equivalent of our casuals, I guess.

I assume they just fancied making a flag and ultras sounded good. Except it was upside down yesterday.

Apparently they put it upside down to protest about the way the clubs being run.

I think it was started by some fans who were originally from Spain or Italy.
