Do you have a management company that look after the leasehold?

Off road notice.
If you have a car which is not taxed but isn't being used you can declare it off the road as far as I understand. Coppers wont stick a notice on it.
Would have thought if its nothing to do with anyone in your flats and its private property you could get rid of it removed.

it could get mysteriously damaged, so a law abiding person like yourself Bennett will then rightly call the police.

A quick google (i.e. not expert opinion) suggests that its legal to SORN a car if its on private land, like your car park. I guess if the management company aren't doing anything, and it is not a car that belongs to someone in the flats then you are snookered. If the car did find its way to the road that would be different Illeagal to move it of course (sshhhh. loose lips sink ships).

the council have said he lives locally... i'm very tempted to find it one morning having had it's tires slashed and a massive dump steaming on the bonnet

yeah i had a google search, it appears the owners of the land can ask for it to be moved, but nothing more. hmph

So when you say "our flats car park", did you mean the space allocated to your flat - or do you mean a communal car park?

I guess that's slightly better than your actual space, but I assume car parking is a PITA.
Go mental, lift their windscreen wipers up. Break in and leave their interior light on. That'll learn 'em.
